Two driving complaints were called over to the Oregon State Police of a Chevrolet Tahoe headed westbound on highway 18 towards Lincoln City. The Oregon State Police located the suspect vehicle near Otis and stopped the driver. The driver, identified as 70-year old John A. Willoughby of Lincoln City showed signs of impairment and during field sobriety tests
he continued to show further impairment. Willoughby was arrested for DUII, Reckless
Driving, and Driving while suspended misdemeanor. He was transported to the Lincoln City Police Department where he provided a breath sample indicating a .17 blood alcohol content, over twice the legal limit. Willoughby was lodged at the Lincoln County Jail and his dog was placed into the animal shelter in the meantime.
