On September 26, 2019, at about 2236 hours, Toledo Police Department Officer Dean stopped a vehicle with a male driver and female passenger on Highway 20 near McNary Lane. The male driver was identified as Jason Metcalf and the female passenger was identified as Frances Lanegan. Officer Dean located several open containers of alcohol in the vehicle and could smell a strong odor of alcohol coming from the vehicle. Officer Dean conducted Standardized Field Sobriety Tests on Jason Metcalf and determined he was Driving a vehicle Under the Influence of Impairment (DUII).
Officer Dean conducted an inventory search of the vehicle and located a container with Methamphetamine. Jason Metcalf was arrested and transported to the Lincoln County Jail where he was booked and lodged for Reckless Driving, DUII, Unlawful Possession of Methamphetamine, and Failure to Carry and Present License. The weight of the methamphetamine that the driver was charged with was 1.2 grams.
Frances Lanegan admitted to having a Methamphetamine pipe in her belongings and she was detained. Officer Dean conducted a search of Frances Lanegan for weapons and means of escape and located another used Methamphetamine pipe.
Officer Dean located a purse that belonged to Frances Lanegan that contained 66.2 grams of Methamphetamine. Frances Lanegan was booked and lodged at the Lincoln County Jail for Unlawful Possession of Methamphetamine and Delivery of Methamphetamine.
